20110325/众议院通过不信任动议,哈珀政府倒台

(星星生活记者捷克佳报道)加拿大国会众议院25日下午以156票赞成,145票反对,通过由联邦自由党提出的保守党藐视国会不信任动议,保守党哈珀政府倒台。执政党被指控“藐视国会”在加国史无前例,哈珀保守党政府是英联邦历史上第一个被裁定藐视国会的政府。

星期五下午的表决场面在国会中较为罕见,联邦自由党,新民主党和魁人政团的国会议员联合在一起,表明他们对执政的保守党的反对。三大反对党事前表明会支持动议,因此今天下午的表决结果是在人们意料之中。

联邦自由党领袖叶礼庭提出不信任案是指保守党政府蔑视(contempt)国会要求,拒绝公开有关立法加强打击刑事犯罪、公司减税和采购隐型战机三大计划的确切支出数据,而且在本周抛出的预算案中继续漠视这些重大问题,认为是蔑视国会,因而提出不信任动议,但是保守党政府坚持说他们已经提供了足够的数据。表决结果是众议院以156票对145票,通过不信任动议。

预料总理哈珀将于明日前往总督官邸拜见总督,解散第40届议会,正式宣布大选。这将成为7年中的第4次大选。

哈珀总理在一项声明中表示,全球经济仍然脆弱,加拿大经济复苏势头强劲,经济仍然是政府工作的重点。本周由财政部长提交的联邦预算案是加拿大经济振兴计划的下一个阶段,对于加拿大经济的全面复苏至关重要。哈珀指出,但不幸的是,自由党党魁叶礼庭(Ignatieff)与新民主党和魁人政团的联盟伙伴已经非常清楚,他们已决意要举行大选,加拿大7年中的第4次大选,但选民已经清楚表白,他们不想选举。哈珀说,“对于今天的投票结果,我十分失望,我想大多数加拿大人也很失望。”

分析人士认为,新一轮的联邦大选对保守党未必是一件坏事,从目前保守党高达四成的支持率来看,或许新届政府会组成大多数政府,减少反对党的制肘。

时政分析人士余若扬指出,在过去一星期当中,保守党各部长大员,在总理哈珀领导下,频繁前来大多区亮相和派钱,备战备荒的气味已经十分浓厚。此外,保守党对打入本来属于自由党铁打后院的大多区也有进展。先是在央街以北的康山拿下一城。之后,前多伦多警察总长范天努在旺市补选中成功,更使得保守党进军大多区的信心增强。

加拿大国会众议院308个席位中,保守党原占143席、自由党有77席、魁人政团则有47席、新民主党则有36席。另有2名独立议员及3个席位悬空。

STATEMENT BY PRIME MINISTER STEPHEN HARPER

The global economy is still fragile. Canada’s recovery has been strong, but it needs to remain our focus. That’s why, the economy has been, and will continue to be the number one priority for me as Prime Minister and for all the Members of our Conservative government. This is what Canadians expect of us in Parliament – all of us.

The budget tabled this week by the Minister of Finance – the Next Phase of Canada’s Economic Action Plan – is critically important to complete Canada’s economic recovery.

It seeks to support growth, create jobs, and help those in need with affordable measures, and to do all these things without raising taxes. Its contents not only reflected the wide input of Canadians, including the input of other parties, it has the strong support of Canadians. Indeed, there was nothing in the Budget that the Opposition could not or should not have supported.

Unfortunately, Mr. Ignatieff and his coalition partners in the NDP and Bloc Quebecois made abundantly clear that they had already decided they wanted an election instead, Canada’s fourth election in seven years, an election Canadians had told them clearly that they did not want. Thus the vote today, which obviously disappoints me, and will, I suspect, disappoint most Canadians.

As a consequence, I will have to meet with the Governor General tomorrow to advise him of the situation and to take the only course of action that remains.

Let me assure you that our priority will remain to ensure stability and security for Canadians in what remains extremely challenging Global circumstances.
