哈珀：加已经在华11城市设立机构，全球最大
加拿大新闻商业网/加拿大总理哈珀周五晚在上海出席加中贸易理事会举办的欢迎晚宴上表示，加拿大在中国新设立的4个贸易办事处已经投入使用，令加拿大的商业网络进一步扩展到全球任何一个角落，加上联邦国际贸易部长戴国卫不久前宣布的2个新贸易办事处，加拿大在中国的贸易办事处已经达到6个，分别在沈阳、青岛、武汉、深圳、南京和成都，这6个城市的人口达5000万，远远超过加拿大的人口总和。
哈珀同时表示，加拿大投资在亚太地区的19个清洁能源项目，有14个在中国，现在已经陆续开展业务。
哈珀在讲话中强调，清洁能源技术合作是加拿大和中国的重要工作，加拿大将与20国合作伙伴一起，为确保全球经济复苏而努力。两国将继续致力于刺激经济持续增长，而打击贸易保护主义为两国提供更多的贸易机会。
他还暗示，加拿大将继续向中国政府提出人权，从而加强与中国更紧密的联系。“加拿大政府始终相信，互惠互利的经济关系，与自由人权法制等基本价值观进行良好坦诚的对话并不矛盾，事实上中国政府在两方面都平衡发展。”
加上加拿大驻北京大使馆、驻上海和香港总领事馆、驻广州和重庆领事馆，加拿大在中国设立的官方机构已经达到11个，是全球最大的网络，哈珀表示，现在是加拿大加强与中国合作的最好时机。
19个新的能源清洁技术项目包括绿色建筑设计、太阳能、风能、垃圾气体回收等。
中国对加拿大表现出来的诚意也做出善意的回应，除了签署旅游目的地协议，还承诺在蒙特利尔设立新的总领事馆。
哈珀与韩正的会晤突改由坐轮椅的俞正声代替
总理哈珀周五下午抵达上海，继续其访华行程，周五晚哈珀出席加中贸易理事会在北外滩茂悦大酒店举办的欢迎晚宴，有450名经贸界人士出席，哈珀在晚宴上做了近20分钟的演讲，是其访华行程最重要的关于中加关系的讲话。
据加拿大中文电台报道，上海市长韩正原定周六中午与哈珀会晤，但是韩正必须代替上海市委书记俞正声到北京开会，会晤改由俞正声代替。
总理办公室解释，原本是俞正声到北京开会，但是俞正声突然身体不适，需要坐轮椅，所以由韩正代替其到北京开会，与哈珀的会晤就改由俞正声主持，按照中国的惯例，市委书记的级别要高于市长，所以加方并没有提出任何异议。

Canada Opens New Trade Offices in China and Invests in Clean Technology Projects
SHANGHAI, CHINA – Speaking to the Canada China Business Council today, Prime Minister Stephen Harper announced that four new Canadian commercial offices are now open for business in China. This makes Canada’s trade network there one of its largest anywhere in the world. The Prime Minister also announced that Canada is investing in 19 new clean technology projects under the Asia-Pacific Partnership on Clean Development and Climate, including 14 projects in China.
The Prime Minister emphasized in today’s speech the importance of Canada and China working together on energy and clean technology and working with other G-20 partners to help ensure global economic recovery. He stressed the need to remain committed to sustained economic stimulus, coordinated exit strategies and to fighting protectionism given the role trade plays in creating new opportunities for both countries.
“Pacific nations like Canada and China have much to gain by increased cooperation as the centre of gravity of the world economy swings toward the Pacific,” said the Prime Minister. “Now is the time to enhance and expand our relationship, to build upon our mutual successes, and to use the authority those successes have afforded us to set an example for others in the world.”
The Prime Minister also signaled Canada will continue to raise human rights while engaging in a more robust relationship with China.
“Our government believes, and has always believed, that a mutually beneficial economic relationship is not incompatible with a good and frank dialogue on fundamental values like freedom, human rights and the rule of law,” said the Prime Minister. “In fact, in our experience they go hand in hand, increasingly so as economies progress.”
The four new commercial offices that are now officially open for business are in the rapidly growing business centres of Nanjing, Qingdao, Shenyang and Wuhan. Two additional commercial offices in Chengdu and Shenzhen opened in September. This brings to eleven the number of Canadian diplomatic and trade offices in China.
“Together, these offices will enhance our ability to support even more commercial links in exports, investment and innovation between our two countries,” added the Prime Minister. “This announcement is another concrete step our government is taking toward enhancing and expanding our economic ties with China.”
The 19 new clean technology projects that Canada is investing in include the design of green buildings for communities, research in solar and wind power, and the recovery of gas from landfills. They demonstrate Canada’s commitment to help accelerate the development and deployment of clean technologies in emerging economies such as China.
China is Canada’s third largest export market and second largest merchandise trading partner. Its economy is the world’s third largest. There are also approximately 1.3 million Chinese-Canadians and China is Canada’s number one source of new citizens.
