Research Interests

My scholarly work has been focussed on issues of economic and social justice in Northern Asia. The fundamental question that I seek to resolve is how to alleviate poverty and to realize human rights in the context of repressive structures of political power and cultural legacies at cross purposes to liberal norms. This question is further complicated by the pressures that external actors including multilateral institutions such as the United Nations, International Monetary Fund and World Trade Organization exert on the domestic political, economic and social institutions of developing nations. My expertise in these matters has led to my being seconded by Brock to the Canadian Department of Foreign Affairs and International Trade to serve as Counsellor in the Embassy of Canada to China and Mongolia twice, from 1991-93 and 1998-2000. On my most recent diplomatic posting I also had responsibility for analysis of North Korean affairs. My teaching and research draws extensively on my experience in the field.
