朱小荪甫获总督颁功绩奖再传喜讯

【明报温哥华专讯】消息透露,温市警队新局长人选,已选定为现职温市警局副局长的华裔朱小荪(Jim Chu)出任,他将成为温市首名华裔局长,亦相信为加国第一名华裔出任大城市警队“一哥”。

朱小荪上月才刚在渥太华获总督庄美楷(Michaelle Jean)颁发功绩奖(Order of Merit),以表扬他工作有卓越成就及作出的贡献;昨日再获选为温市警队下任“一哥”,可说是双喜临门。

据Global电视台报道,温市警局新局长的人选,进入最后遴选的共有3名人选,全部都是来自温市警局内部,包括2名副局长,即专责行动支援的朱小荪、专负行动部门的里奇(Bob Rich),里奇在2002年亦曾竞逐“一哥”职位,但被格雷厄姆(Jamie Graham)胜出;另有一名过去曾专责处理毒品案件的督察希德(Kash Heed)“越级挑战”。

遴选工作经长时间考虑后,至傍晚终选出新局长为朱小荪,预料警方今早的新闻发报会上会作正式公布。

本报曾致电向温市警发言人查询,但至截稿时未有回覆,而按一般程序,警方在正式公布新局长人选时,不会就有关消息作出回应。

温市警现任局长格雷厄姆早前公布,将于今年8月离职,该个领导温市逾1100名警员、举足轻重的局长职位,将会另觅新人选,早前已有消息传出,最少有6人角逐该职位,包括温市警内部的3名“局内人”,以及来自其他警队的申请者,但进入最后遴选的3人均为市警的“局内人”,47岁的朱小荪更脱颖而出成为新局长。

朱小荪一向与传媒关系甚佳,他过往接受本报访问时,透露了他是在1962年随父母自中国上海移民到加国,当时他只有3岁,他们一家第一个“落脚点”是卡加利,翌年一家迁到安省Peterborough市居住,第三年再迁到温哥华落地生根。

一家曾于安省居住

朱父与很多移民家庭一样,都是经过努力才能适应下来,初时朱父替人维修计算机和打字机,后来转业驾的士,并同时做两份兼职照顾家人。朱小荪便是在这样的环境长大,他在东区成长,在Charles Tupper念中学。

朱小荪在19岁便考入西门菲沙大学,但读了一个学期,因考入警队,暂时放弃学业,及后才重返校园,不单止完成大学课程,其后更进修工商管理硕士。

朱小荪在警队的工作表现良好,踏入97年升为督察后,步步高升,在其后至今仅约10年时间,便升上“一哥”的最高位,已是连升3级。

朱小荪的太太Vicki是本地人,同在警队工作,他们育有4名子女,部分子女已进卑诗大学读书。由于朱小荪年幼到来,他主要是说英语,还记得记者初次访问他时,他未能说出自己的中文名字,但他早有准备,由友人代为用电脑打上他的中文名字,将便条交给记者。

Deputy Chief Jim Chu is set to be named Vancouver’s top cop, many sources indicated late Wednesday.

The veteran of more than 25 years’ service with the Vancouver Police Department would be the first Chinese-Canadian to head the country’s third largest municipal police force, a significant appointment in a city that is increasingly Asian in its ethnic makeup.

He is currently in charge of the police force’s operations support division, which includes responsibility for emergency response teams, gangs and drugs sections, criminal intelligence and policing for the coming 2010 Winter Olympics.

Deputy Chu, 47, would replace retiring Chief Jamie Graham, whose five-year tenure has been marked by recognized improvement in the force, but marred by several ongoing controversies and a just announced investigation into complaints that the chief failed to co-operate with an RCMP probe of a number of alleged incidents of police brutality.

Deputy Chu was one of three leading internal candidates for the job. Besides three outside candidates who made the final short list, Deputy Chief Bob Rich and Superintendent Kash Heed were vying for the position.

Deputy Rich, a former head of the Vancouver Police Union, was also a runner-up for chief when Chief Graham was chosen to lead the force.

The decision to select Deputy Chu was made by the city’s police board, headed by Vancouver Mayor Sam Sullivan.
