明报/多伦多警方在联邦移民部资助下,制成一套用包括中文在内的25种语言的介绍警方运作的DVD。警方昨天在市中心总部举行该套资料的发表仪式。
移民部长康尼昨发表书面讲话称,资助多伦多警方做这样的资料,是联邦政府帮助新移民成功的承诺的一部分。该资料可以使得新移民很快了解警方服务的内容,以及在本国法律下,市民的权利和责任。
出席昨天仪式的察总长布莱尔表示,虽然在加拿大,警民之间存在的是一种互相信任和尊重的关系,但世界上有些地方,情况却并非如此。一些国家的人民对警察十分害怕。
他表示,现在使用不同语言介绍多伦多警方,可以使得各地移民更快更好地了解新的情况。该DVD介绍了不少情况。譬如当市民在马路上驾车时被警方截停时该怎么办。
警察有权截停汽车,最主要的原因是和交通违章有关,包括超速、闯红灯、突然换线、没有佩安全带、司机未带驾照等等。
此外,如果警察突然光临怎么办。加拿大法律承认公民的家庭神圣不可侵犯。
警察只有在下列3种情况下可以进你家的门:受到屋主的邀请,屋主家中发生紧急情况屋主致电911,和警方持法庭搜查令。
和警方打交道时不懂英语怎么办?应请家庭成员或朋友帮助,此外,警方也有不同族裔的雇员。警方提醒市民,在未清楚了解法律文件前,不要乱签字。
警方的这套DVD和相应文字资料,将放到图书馆、社区组织供取阅。市民也可以致电418-808-7080多伦多警方巡逻组索取。

The Guide to Police Services in Toronto DVD was created by the Toronto Police Service, as part of the Community Mobilization Units Newcomer Outreach Program, with mutlilingual versions funded by Citizenship and Immigration Canada. The video guide provides information on police services in Toronto, how to access these services, as well as the rights and responsibilities of both community members and the police.
The DVD, in 25 languages, will be distributed to libraries, community organizations and members of the public. Copies of the DVD, and the printed Guide To Police Services in Toronto booklet, can also be obtained by contacting the TPS Community Mobilization Unit at 416-808-7080.
The TPS is also proud to launch a new Newcomer Outreach website that includes online video versions in all 25 languages, as well as downloadable printed versions in PDF format. The online videos are available through the Toronto Police Service website by clicking here, or directly at A Guide to Police Services in Toronto. The service is also launching the video on two portable interactive touch-screen video kiosks, to be used at TPS facilities and community events.
Production of the language translations, website videos, and interactive video kiosks was funded by Citizenship and Immigration Canada, and produced by Swim Media Inc., in partnership with the Toronto Police Services Community Mobilization Unit and Video Services Unit. The products are available in English and French with optional Closed Captioning, American Sign Language, Arabic, Cantonese, Dari, Farsi, Filipino, Gujarati, Hindi, Italian, Japanese, Korean, Mandarin, Polish, Portuguese, Punjabi, Russian, Serbian, Sinhalese, Somali, Spanish, Tamil, Urdu, and Vietnamese.
The Guide to Police Services in Toronto is designed to help newcomers to Canada with the integration process. “The Government of Canada is committed to helping immigrants succeed,” said Citizenship, Immigration and Multiculturalism Minister Jason Kenney. “Funding this project will help newcomers to the Toronto area learn about accessing police services and about the rights and responsibilities people have under Canadian law.
Chief William Blair said, “The Toronto Police Service started the Newcomer Outreach Program in 2006 to help new immigrants learn about the role police play in Canadian society, the services we provide, and individual rights and responsibilities. I am very pleased with this latest development. DVDs, videos and booklets in 25 languages will provide significant help to those building new lives in the city of Toronto.”
The program resulted from a series of needs assessments with representatives from 38 agencies and organizations serving new immigrants, held in partnership with the City of Toronto Diversity Management & Community Engagement Unit. The focus was on identifying the specific policing needs of newcomers and what, if any, barriers newcomers might
experience when they try to access police services.
Debbie Douglas, Executive Director of the Ontario Council of Agencies Serving Immigrants (OCASI), who contributed to the development of the content for the video, said, “OCASI has always been a supporter of projects like this one that increase the accessibility of important information. These multilingual videos will hopefully give newcomers a level of understanding of police services unavailable before.”
