ETR\u516c\u53f8\u76ee\u524d\u62e5\u6709\u548c\u8425\u8fd0108\u516c\u91cc\u957f\u7684407\u516c\u8def\uff0c\u5411\u53f8\u673a\u5f81\u6536\u8def\u8d39\u3002<\/p>\n<p>\u7701\u5e9c\u5c06\u8d1f\u8d23\u8fd9\u4e2a\u6269\u5efa\u8def\u6bb5\u7684\u6536\u8d39\u4e8b\u5b9c\uff0c\u4f46\u7701\u5e9c\u4ecd\u672a\u786e\u5b9a\uff0c\u4f7f\u7528407\u516c\u8def\u7684\u53f8\u673a\uff0c\u662f\u5426\u8981\u7f34\u8d39\u4e24\u6b21\u3002<\/p>\n<p>\u5047\u5982\u4e00\u4e2a\u53f8\u673a\u4f7f\u7528\u79c1\u8425\u8def\u6bb5\u548c\u7701\u5e9c\u62e5\u6709\u7684\u6269\u5efa\u8def\u6bb5\uff0c\u4ed6\u6709\u53ef\u80fd\u9700\u8981\u7f34\u8d39\u7ed9\u7701\u5e9c\u548c407 407 to be extended<\/strong><br \/>\nJan 27, 2009<br \/>\nMaria Babbage<br \/>\nTHE CANADIAN PRESS<\/p>\n<p>Ontario will build and operate an extension of a privately run toll highway north of Toronto, but it&#8217;s not yet known whether drivers will face an additional charge to use it, Transportation Minister Jim Bradley said today.<\/p>\n<p>The Opposition was quick to point out that the proposal would extend Highway 407 east to Highway 35\/115 \u2013 the main artery in a central Ontario riding that Progressive Conservative Leader John Tory hopes to win in an upcoming byelection.<\/p>\n<p>Bradley said it was just a coincidence that the announcement was made before the byelection is called, but Tory said he&#8217;s not convinced.<\/p>\n<p>&#8220;I&#8217;m delighted that Mr. McGuinty is finally talking about Highway 407 again, and I&#8217;m sure it&#8217;s only because there&#8217;s a byelection coming up,&#8221; he said in an interview from Minden, Ont.<\/p>\n<p>&#8220;I only wish he would get on with speeding it up.&#8221;<\/p>\n<p>Bradley denied the announcement had anything to do with shoring up Liberal support with voters in Haliburton-Kawartha Lakes-Brock.<\/p>\n<p>The proposed extension of Highway 407 from Pickering to Clarington, which is expected to open in 2013, has long been in the works, he said.<\/p>\n<p>The Liberal government has &#8220;never been comfortable&#8221; with a private company owning a road in the province, Bradley said.<\/p>\n<p>&#8220;There is dissatisfaction, I think, amongst the public with a private company owning the highway and having no control over the tolling of the highway,&#8221; he added.<\/p>\n<p>&#8220;I think the public is much more comfortable with the province of Ontario owning a highway with the funds coming to the province of Ontario, as opposed to the private corporation.&#8221;<\/p>\n<p>407 ETR currently manages and operates an existing 108-kilometre stretch of the highway and collects tolls from drivers.<\/p>\n<p>The government will regulate tolls on the yet-to-be constructed extension of the highway, but the province hasn&#8217;t figured out whether drivers who use the 407 will have to pay twice.<\/p>\n<p>If a driver were to use both the privately-operated stretch of highway and the government-owned extension, there is a possibility that the driver may have to pay the province and 407 ETR.<\/p>\n<p>But Bradley said those details haven&#8217;t yet been worked out.<\/p>\n<p>&#8220;Our anticipation is that the money, of course, that would come from the extension is money that goes to the province of Ontario and not to the 407 corporation,&#8221; he said.<\/p>\n<p>Toll revenues collected by the province would go toward construction costs and maintenance of the road, he said, which would free up government money for transit infrastructure projects.<\/p>\n<p>An environmental assessment is underway and will be submitted to the environment minister for approval this summer.<\/p>\n<p>Bradley couldn&#8217;t say how much the project will cost and wouldn&#8217;t say whether the province plans to keep all future toll roads in public hands.<\/p>\n<p>&#8220;Some may see it as a precedent and some may not,&#8221; he said.<\/p>\n<p>407 International Inc., the sole shareholder of 407 ETR, is owned by a consortium comprised of Cintra Concesiones de Infraestructuras de Transporte, Macquarie Infrastructure Group and SNC-Lavalin.<\/p>\n<p>In 1999, the former Conservative government under then-premier Mike Harris signed a 99-year lease to the private consortium to operate the highway, which was designed to bleed traffic from a badly congested Highway 401.<\/p>\n<p>However, tolls soared and both the company and province were inundated with complaints about poor customer service, incorrect billing, and heavy-handed collection tactics.<\/p>\n<p><strong>\u76f8\u5173\u65b0\u95fb\uff1a<\/strong><\/p>\n<p><a
