Voter turnout drops to record low<\/p>\n

An estimated 59.1 per cent of Canadians cast votes in Tuesday’s general election \u2014 a figure that appears to be a record low in the history of Confederation.<\/p>\n

A total of 13,832,972 votes were cast nationally of the 23,401,064 registered electors, Elections Canada figures showed as of 9 a.m. ET Wednesday. <\/p>\n

The highest voter turnout appeared to be in P.E.I., where 69.5 per cent of registered voters cast ballots.<\/p>\n

The lowest turnout appeared to be in Newfoundland and Labrador, where just 48.1 of registered voters took part.<\/p>\n

All the figures were based on reports from 69,601 of 69,630 polls across the country. The total number of registered electors did not, however, include anyone who only registered on election day itself.<\/p>\n

After the ballots were counted, Prime Minister Stephen Harper and his Conservatives won a second consecutive minority government.<\/p>\n

The turnout figure of 59.1 per cent was slightly below the previous lowest turnout figure of 60.9 per cent. That happened when Paul Martin’s Liberals won a minority government in 2004.<\/p>\n

The highest voter turnout in Canadian electoral history occurred in 1958, when 79.4 per cent of registered voters took part in the election that saw John Diefenbaker return to power with a majority government.<\/p>\n

Presenting these figures involves several challenges. The data contained in official election results since Confederation have not been reported consistently. In the case of an election by acclamation, for instance, the number of registered electors on the lists for that electoral district was included in the total number of registered electors for some elections, but not for others. In other cases, lists of electors were not prepared for some districts. In Prince Edward Island, no lists were prepared in the entire province for several elections.<\/p>\n

Moreover, a number of electoral districts were dual-member constituencies until 1966. As each elector could vote for more than one candidate, the reported number of votes cast (valid and rejected ballots) was higher than it would have been in a single-member scenario. Voter turnout figures have been corrected where appropriate: to estimate turnout in these cases, the total number of votes cast in a plural-member electoral district was divided by the number of members elected from that district (see Scarrow 1962).<\/p>\n
