There is no comparison [to other nations] in terms of scope,\u201d Stanton said. \u201cChina continues to play chess while Canada plays whack-a-mole.\u201d<\/p>\n<p>Juneau Katsuya testified that he learned during a 1990s joint investigation by CSIS and RCMP, that People\u2019s Republic of China consular officials were allegedly clandestinely funding both the Liberal and Conservative parties of Canada.<\/p>\n<p>Juneau Katsuya suggested that these operations have expanded in scope and sophistication in recent years, but during the 1990s, CSIS collected strong intelligence of China\u2019s clandestine funding of Canadian politicians, because the Chinese diplomats targeting some ridings and nominations were \u201cvery sloppy.\u201d<\/p>\n<p>\u201cCSIS has known about People\u2019s Republic\u2019s foreign interference in Canada for at least the last 30 years, and every government in this period has been compromised and infiltrated by agents of influence,\u201d testified Juneau Katusya, adding he believes \u201cevery government\u201d allowed key decisions to be manipulated by agents of influence or partisan concerns.<\/p>\n<p>Stanton said he agreed.<\/p>\n<p>\u201cThis is an existential threat,\u201d Stanton testified. He said for 30 years, the People\u2019s Republic of China has been operating with \u201cconfidence bordering on arrogance\u201d and targeting the \u201csoft underbelly\u201d of Canadian institutions by seeking influence with politicians and bureaucrats.<\/p>\n<p>In answer to MP questions, Stanton said a number of states, including Russia and India, are interfering in Canada, but the \u201cwhole of society\u201d networks that are under the control of the People\u2019s Republic of China\u2019s national security laws make threats from other states look minor in comparison.<\/p>\n<p>READ MORE: Tory motion fails after Katie Telford agrees to testify on foreign interference<\/p>\n<p>Several parliamentary committees have been examining the China\u2019s interference threats since Global News exclusively reported last November on intelligence document and source allegations that outlined vast interference from the Toronto Chinese consulate in the 2019 federal election, and broader interference continuing in the 2021 election and against Asian diaspora communities in Canada.<\/p>\n<p>Stanton told MPs on Friday he has seen no reforms in Ottawa since last November, and he questioned the government\u2019s response of consulting the public in \u201ctown halls\u201d on a foreign interference registry, which would be a helpful but minimal step to address China\u2019s clandestine so-called \u201cUnited Front\u201d interference networks, he said.<\/p>\n<p>Juneau Katsuya said Canada could adopt new laws implemented in Australia in 2018 to address similar threats from the People\u2019s Republic. But providing the RCMP and CSIS with more money to tackle foreign interference won\u2019t work, both Stanton and Juneau Katsuya said.<\/p>\n<p>Juneau Katsuya said at CSIS, for example, a \u201clack of transparency didn\u2019t allow us to share warnings with the public,\u201d about serious interference and espionage against Canadian companies.
