TORONTO – The Honourable Jim Karygiannis, Member of Parliament for Scarborough-Agincourt, is outraged that it has taken the Harper government until today to outline how Canadians can help the survivors of Cyclone Nargis in Burma and the earthquake in Sichuan Province in China. <\/p>\n

\u201cOn May 2, 2008, Cyclone Nargis hit the Irrawaddy Delta in Burma. On May12, 2008 the earthquake tragedy occurred in Sichuan Province in China. Thousands have perished. Millions are homeless and in need of basic emergency aid.\u201d said Mr. Karygiannis. \u201cWhat took the government so long to announce its plan to match the donations of Canadians?\u201d <\/p>\n

Today, the government posted on its website, that it will match, dollar for dollar, monies donated by individual Canadians to eligible Canadian charitable organizations in response to the earthquake and the cyclone. <\/p>\n

The government will make these contributions to the Sichuan Earthquake Relief Fund and to the Burma Cyclone Relief Fund, respectively. There is no limit to the amount of matching funds available through this program. However, donations must comply with all of the following conditions: <\/p>\n

\u00b7 a monetary donation up to $100,000;<\/p>\n

\u00b7 made by an individual Canadian;<\/p>\n

\u00b7 made to a registered Canadian charitable organization that is receiving donations in response to the cyclone and the earthquake;<\/p>\n

\u00b7 specifically earmarked by such organizations for the purpose of responding to the earthquake and cyclone; and<\/p>\n

\u00b7 made between May 15, 2008, and June 6, 2008. <\/p>\n

In the wake of these tragedies, I have received inquiries from constituents wanting to know if and when this government would make this moral commitment.\u201d Mr. Karygiannis commented. \u201cThis plan was announced today with a donation deadline of two weeks from now. The government should extend the deadline until the end of June 2008 so more Canadians can participate in these efforts.\u201d <\/p>\n

This plan applies to amounts raised by Canadians at disaster relief fundraising events held by schools, religious institutions, clubs, social groups, charitable organizations, businesses and incorporated entities. <\/p>\n

\u201cThis delay proves my point. It is critical that Canada have protocols in place to deal immediately with international crises.\u201d Mr. Karygiannis stated. \u201c Once again, I am calling on the Harper government to institute protocols, similar to those put in place by the former Liberal government after the Tsunami.\u201d <\/p>\n

The protocols would include: <\/p>\n

o Matching, dollar for dollar, money raised by aid organizations and, especially community groups;<\/p>\n

o Immediately dispatching the DART (Disaster Assistance Response Team);<\/p>\n

o Expediting Family Class Sponsorship cases that are in process;<\/p>\n

o Expediting new Family Class Sponsorship applications of immediate family members, such as spouses, parents and siblings; and,<\/p>\n

o Issuing Visitor Visas to immediate family members of Canadians who live in areas affected by devastation, so they can join their relatives in Canada until the ordeal is over. <\/p>\n
