Dechert\uff09\u4e0e\u4e2d\u56fd\u65b0\u534e\u793e\u9a7b\u591a\u4f26\u591a\u8bb0\u8005\u65bd\u84c9\u4e4b\u95f4\u7684\u7535\u90ae\u62ab\u9732\u540e\uff0c\u5fb7\u514b\u7279\u88ab\u76f8\u5173\u90e8\u95e8\u8981\u6c42\u5c31\u6b64\u4e8b\u505a\u51fa\u89e3\u91ca\uff0c\u4f46\u5177\u4f53\u662f\u54ea\u4e2a\u90e8\u95e8\u5b98\u5458\u8d1f\u8d23\u6b64\u4e8b\u5c1a\u4e0d\u5f97\u800c\u77e5\u3002<\/p>\n<p>\u6765\u81ea\u5b89\u7701\u5bc6\u897f\u6c99\u52a0-\u827e\u6797\u5cb1\u5c14\u9009\u533a\uff08Mississauga-Erindale\uff09\u7684\u56fd\u4f1a\u8bae\u5458\u5fb7\u514b\u7279\uff0c\u867d\u7136\u627f\u8ba4\u53d1\u9001\u4e86\u542b\u6709\u66a7\u6627\u548c\u8c03\u60c5\u5b57\u773c\u7684\u90ae\u4ef6\uff0c\u4f46\u5f3a\u8c03\u4ed6\u4e0e\u65bd\u84c9\u4ec5\u662f\u666e\u901a\u670b\u53cb\u5173\u7cfb\u3002<\/p>\n<p>\u603b\u90e8\u8bbe\u5728\u5317\u4eac\u7684\u65b0\u534e\u793e\uff0c\u662f\u4e2d\u56fd\u5171\u4ea7\u515a1930\u5e74\u4ee3\u6210\u7acb\u7684\u65b0\u95fb\u673a\u6784\uff0c\u65e8\u5728\u8fdb\u884c\u9769\u547d\u5ba3\u4f20\uff0c\u73b0\u5728\u5df2\u7ecf\u6269\u5c55\u6210\u4e16\u754c\u5404\u5730\u5177\u6709\u4f17\u591a\u5206\u652f\u673a\u6784\u7684\u5a92\u4f53\u5e1d\u56fd\u3002<\/p>\n<p>\u56fd\u4f1a\u79d8\u4e66\u7684\u4e3b\u8981\u804c\u8d23\uff0c\u5305\u62ec\u5728\u90e8\u957f\u7f3a\u5e2d\u671f\u95f4\u4ee3\u66ff\u90e8\u957f\u5728\u4f17\u9662\u56de\u7b54\u7684\u8d28\u8be2\u3002\u56fd\u4f1a\u79d8\u4e66\u4e00\u822c\u4e0d\u4f1a\u63a5\u89e6\u90e8\u957f\u4e00\u7ea7\u7684\u56fd\u5bb6\u8d44\u8baf\uff0c\u56e0\u6b64\u5fb7\u514b\u7279\u6240\u80fd\u63a5\u89e6\u5230\u7684\uff0c\u4ec5\u662f\u90a3\u4e9b\u7528\u4e8e\u56de\u7b54\u8d28\u8be2\u7684\u8d44\u8baf\u3002<\/p>\n<p>\u653f\u5e9c\u6d88\u606f\u6765\u6e90\u8bf4\uff0c\u5916\u4ea4\u90e8\u957f\u767d\u8c14\u5fb7\u6709\u4e24\u540d\u56fd\u4f1a\u79d8\u4e66\uff0c\u5fb7\u514b\u7279\u8d1f\u8d23\u5317\u7f8e\u800c\u975e\u4e9a\u6d32\u4e8b\u52a1\uff0c\u653f\u5e9c\u4e5f\u6ca1\u6709\u7eaa\u5f55\u663e\u793a\u4ed6\u4f1a\u83b7\u5f97\u6d89\u53ca\u4e2d\u56fd\u4e8b\u52a1\u7684\u654f\u611f\u8d44\u8baf\u3002<\/p>\n<p>\u5f53\u5a92\u4f5310\u65e5\u7535\u8bdd\u63a5\u901a\u65bd\u84c9\u540e\uff0c\u5979\u4e0d\u613f\u5bf9\u6b64\u4e8b\u8fdb\u884c\u56de\u5e94\uff0c\u800c\u4ec5\u8bf4\uff1a\u201c\u62b1\u6b49\uff0c\u6211\u73b0\u5728\u4e0d\u80fd\u8bf4\u4efb\u4f55\u4e8b\u60c5\u3002\u201d\u968f\u5373\u5c31\u6302\u6389\u7535\u8bdd\u3002\u65bd\u84c9\u79f0\u662f\u5979\u4e08\u592b\u4fb5\u5165\u5979\u7684\u7535\u90ae\u5e10\u6237\u3002<\/p>\n<p>\u6839\u636e\u73af\u7403\u90ae\u62a5\u62ab\u9732\u7684\u5fb7\u514b\u72792010\u5e744\u670817\u65e5\u53d1\u9001\u7ed9\u65bd\u84c9\u7684\u7535\u90ae\uff0c\u5fb7\u514b\u7279\u8bf4\uff1a\u201c\u4f60\u662f\u5982\u6b64\u7f8e\u4e3d\uff0c\u771f\u7684\u5f88\u559c\u6b22\u4f60\u5728\u6c34\u8fb9\u62cd\u7684\u90a3\u5f20\u7167\u7247\uff0c\u4f60\u9f13\u8d77\u9762\u816e\u7684\u6837\u5b50\u592a\u53ef\u7231\u4e86\uff0c\u73b0\u5728\u5bf9\u4f60\u7684\u601d\u5ff5\u66f4\u52a0\u7ef5\u957f\u3002\u201d\u5728\u53e6\u4e00\u5c012010\u5e744\u670819\u65e5\u53d1\u7ed9\u65bd\u84c9\u7684\u7535\u90ae\u4e2d\uff0c\u5fb7\u514b\u7279\u8981\u6c42\u65bd\u84c9\u8981\u6ce8\u610f\u89c2\u770b\u5f53\u5929\u7684\u4f17\u9662\u6295\u7968\uff0c\u4ed6\u8bf4\uff1a\u201c\u6211\u4f1a\u7b11\u7740\u770b\u7740\u4f60\u3002\u60f3\u5ff5\u4f60\uff01\u7231\u4f60\uff01Bob\u3002\u201d\u4f17\u9662\u7eaa\u5f55\u663e\u793a\uff0c\u5fb7\u514b\u7279\u5f53\u5929\u5728\u4f17\u9662\u6295\u7968\u4e09\u6b21\u3002<\/p>\n<p>\u52a0\u62ff\u5927\u60c5\u62a5\u5c40\u5c40\u957f\u6cd5\u767b\uff08Dick Fadden\uff09\u5728\u4eca\u5e74\u516c\u5e03\u7684\u4e00\u4efd\u5907\u5fd8\u5f55\u4e2d\u63d0\u9192\u8bf4\uff0c\u5916\u56fd\u653f\u5e9c\u6b63\u4ece\u56fd\u5916\u548c\u56fd\u5185\u5f71\u54cd\u52a0\u62ff\u5927\u7684\u653f\u7b56\u548c\u653f\u5ba2\u3002<\/p>\n<p>\u6cd5\u767b\u5728\u7ed9\u52a0\u62ff\u5927\u516c\u5b89\u90e8\u957f\u9676\u65af\uff08Vic relationship with her was innocent.<\/p>\n<p>E-mails circulated on Friday revealed an apparently intimate correspondence between Xinhua News Agency&#8217;s chief Toronto correspondent, Shi Rong, and Mississauga-Erindale MP Bob Dechert, Foreign Affairs Minister John Baird&#8217;s parliamentary secretary.<\/p>\n<p>A private relationship between an MP with ties to the foreign ministry and an employee of the Chinese state news service could prove embarrassing, especially amid concerns in the intelligence community about Chinese espionage in Canada.<\/p>\n<p>In an unusual statement issued Friday evening, Dechert, 53, said Shi&#8217;s e-mail account was hacked as part of a domestic dispute.<\/p>\n<p>&#8220;The person is a journalist whom I have come to know as a friend. I met her while doing Chinese-language media communications,&#8221; he said in the statement posted on his website.<\/p>\n<p>&#8220;These emails are flirtatious, but the friendship remained innocent and simply that &#8211; a friendship.<\/p>\n<p>&#8220;I apologize for any harm caused to anyone by this situation.&#8221;<\/p>\n<p>Friday evening, the Prime Minister&#8217;s Office released a statement saying simply, &#8220;Mr. Dechert has denied any inappropriate behaviour. We have no information to suggest otherwise.&#8221;<\/p>\n<p>One message that appears to have been sent from Dechert&#8217;s Parliament Hill account reads: &#8220;You are so beautiful. I really like that picture of you by the water with your cheeks puffed. That look is so cute. I love it when you do that. Now, I miss you even more.&#8221;<\/p>\n<p>It is signed &#8220;Bob Dechert, MP&#8221; and dated April 17, 2010, when Dechert was parliamentary secretary to the minister of justice.<\/p>\n<p>Earlier Friday, Shi had sent out an e-mail saying her account had been hacked and that the contents of the e-mails were &#8220;untrue.&#8221;<\/p>\n<p>Dechert, 53, could not be reached for comment Friday and did not respond to e-mails and calls to his offices and home.<\/p>\n<p>Reached on her cellphone Friday and asked about the e-mails, Shi hung up. In a follow-up call, she explained, &#8220;It&#8217;s not my e-mail. My e-mail was hacked by someone else.&#8221;<\/p>\n<p>She said she was considering legal action, but said she didn&#8217;t know who hacked her e-mail. When asked about the nature of her relationship with the married MP, Shi hung up again.<\/p>\n<p>Dechert, a lawyer, was first elected MP in 2008 after two failed bids for the Mississauga seat. He is well-connected among Ontario Tories and was a leading member of the &#8220;Blue Committee,&#8221; a group that worked to bring the Reform Party and Progressive Conservatives together in 2000.<\/p>\n<p>His biography says he is married to Ruth Clark, who is an executive with public relations firm Hill and Knowlton.<\/p>\n<p>Xinhua is the government-owned wire service of the People&#8217;s Republic of China. It has bureaus in most countries around the world and employs many Western journalists, as well. Its credibility is debated, but at its highest levels, its news coverage is believed to be directed by the Chinese government.<\/p>\n<p>Last year, Canada&#8217;s top spy warned that some Canadian politicians were under the control of foreign governments.<\/p>\n<p>Richard Fadden, director of the Canadian Security Intelligence Service, told the CBC that &#8220;several municipal politicians in British Columbia and in at least two provinces there are ministers of the Crown who we think are under at least the general influence of a foreign government.&#8221;<\/p>\n<p>Fadden later downplayed the remarks, but confirmed that China was among the countries believed to be courting favour with Canadian politicians.<\/p>\n<p>One of the e-mails to Shi passes on information about the Genie Awards in Toronto. It is a forwarded message with background information about the Canadian film awards, prepared by Dechert&#8217;s assistant, Jonathan Dale.<\/p>\n<p>At the top of the e-mail, the sender wrote, &#8220;FYI, just in case you change your mind. Bob Dechert, MP.&#8221;<\/p>\n<p>Dechert was one of several MPs who attended the 2010 Genie Awards gala in Toronto in April 2010.<\/p>\n<p>In another message, dated April 19, 2010, the sender says in the e-mail he was thinking of her while he drove to Ottawa. He encourages Shi to watch him voting on TV or on the CPAC website at 6: 30 p.m.<\/p>\n<p>&#8220;I will smile at you. I miss you. Ottawa has previously fired a senior Chinese-Canadian bureaucrat because she had once worked for Xinhua and kept up contacts with her former colleagues after joining the government.<\/p>\n<p>Opposition parties greeted Mr. Dechert&#8217;s embarrassing personal admission with a mixture of caution and scorn.<\/p>\n<p>The Liberal Party declined comment on the matter while the Official Opposition New Democrats derided the Conservative MP&#8217;s behaviour.<\/p>\n<p>\u201cWe want this Conservative government to be more friendly on the world stage, but this isn&#8217;t what we had in mind,\u201d said Karl Belanger, senior press secretary for the NDP.<\/p>\n<p>The matter came to light Thursday night when a mass e-mail was sent to more than 240 media, academic, political and business contacts across Canada. The missive contained the text of intimate messages written by Mr. Dechert, including ones where he professes love for Ms. Shi.<\/p>\n<p>One e-mail, sent to Ms. Shi on April 17, 2010, from Mr. Dechert\u2019s parliamentary office account, says: \u201cYou are so beautiful. I really like the picture of you by the water with your cheeks puffed. That look is so cute, I love it when you do that. Now, I miss you even more.\u201d<\/p>\n<p>The e-mail was signed \u201cBob Dechert, MP.\u201d The sender account named was decheB9@parl.gc.ca and the recipient was shirong2011@gmail.com, which Ms. Shi has used as an e-mail account.<\/p>\n<p>Late Friday afternoon, Mr. Dechert issued a statement playing down the relationship.<\/p>\n<p>\u201cThe person is a journalist whom I have come to know as a friend. I met her while doing Chinese-language media communications,\u201d the MP said.<\/p>\n<p>\u201cThese e-mails are flirtatious, but the friendship remained innocent and simply that \u2013 a friendship. I apologize for any harm caused to anyone by this situation.\u201d<\/p>\n<p>Mr. Dechert\u2019s MP website said he\u2019s \u201clived in Mississauga for many years with his wife Ruth Clark.\u201d<\/p>\n<p>Trying to explain why his amorous e-mails to the Chinese reporter were made public, Mr. Dechert said: \u201cmy understanding is that her e-mails were hacked as part of an ongoing domestic dispute.\u201d<\/p>\n<p>Ms. Shi, who spoke to The Globe and Mail Thursday night, blamed her husband for the mass e-mail that contained the personal messages from Mr. Dechert, saying he \u201chacked my e-mail box.\u201d<\/p>\n<p>Another e-mail, dated April 20, 2010, invites Ms. Shi to watch TV for an evening Commons vote in Ottawa. \u201cDearest Rong,\u201d the note began. \u201cHow is your day? Did you get enough information for your articles?\u201d<\/p>\n<p>The MP told Ms. Shi he\u2019d just arrived in Ottawa and \u201cI enjoyed the drive by thinking of you.\u201d<\/p>\n<p>In this e-mail, he also encouraged her to watch televised proceedings in the Commons. \u201cWe will be voting at 6:30 p.m. If you have time, watch on TV or on your computer (on the CPAC website) and I will smile at you.\u201d<\/p>\n<p>\u201cI miss you.
