More charges against bogus psychologist<\/strong> Gregory Carter, the man accused of providing expert psychological assessments during Durham Region child custody cases while not qualified, faces more fraud and perjury charges.<\/p>\n The 63-year-old wasn\u2019t in court Thursday when the Crown introduced 21 more charges of fraud, perjury and obstructing justice. He\u2019s to appear next in court in September.<\/p>\n Carter was listed as a registered psychological associate with a master\u2019s degree from the Ontario Institute of Studies in Education, and has a limited ability to practise in the areas of clinical psychology, counselling psychology and school psychology.<\/p>\n As an associate, Carter can\u2019t make an independent psychological diagnosis.<\/p>\n It\u2019s alleged Carter \u2014 who had a PhD from Pacific Western University, a now-defunct school branded a \u201cdiploma mill\u201d by a U.S. Senate Committee on Governmental Affairs report and is a piece of paper not recognized by the College of Psychologists \u2014 provided expert evidence in child-custody hearings that was used by judges to decide where children live.<\/p>\n He was contracted with the Durham CAS from 2003 to 2009.<\/p>\n Carter was initially charged with three counts of fraud, two counts of obstructing justice and two counts of perjury.<\/p>\n Lead investigator Durham police Det. Paul Vibert said the charges filed to date deal with 15 families.<\/p>\n He hasn\u2019t ruled out the possibility of others coming forward.<\/p>\n \u201cIt\u2019s still on-going and I\u2019m presuming once it gets out there are more charges were laid it may have an effect,\u201d Vibert said.<\/p>\n He said there\u2019s another aspect to the case that he didn\u2019t want to talk about.<\/p>\n But others with knowledge about the case have said the investigation is also looking at the lawyers who allegedly used Carter as an expert witness while knowing the limits of his qualifications.<\/p>\n Vibert said during this investigation, he has heard of a similar case involving a social worker.<\/p>\n \u201cThat\u2019s another avenue I can take,\u201d he said.<\/p>\n \u201cSome of the complainants want a full enquiry into the family court system,\u201d Vibert said. \u201cWill that happen?
