Giambrone)\u8868\u793a\uff0c\u5168\u957f60\u81f380\u516c\u91cc\u7684\u8f7b\u4fbf\u94c1\u8def\u7f51\u7684\u5174\u5efa\u6210\u672c\u7ea6\u4e3a24\u4ebf\u5143\u3002<\/p>\n<p>\u4ecd\u672a\u7b79\u8db3\u5174\u5efa\u8d39<\/p>\n<p>\u77e5\u60c5\u4eba\u58eb\u6307\u51fa\uff0c\u8ba1\u5212\u5c06\u53ef\u4fc3\u4f7f\u516c\u8f66\u670d\u52a1\u8303\u56f4\u5dee\u4e0d\u591a\u4f38\u5ef6\u81f3\u591a\u4f26\u591a\u6bcf\u4e2a\u89d2\u843d\u3002\u5b83\u9884\u671f\u5c06\u4f1a\u975e\u5e38\u63a5\u8fd1\u5e02\u957f\u82d7\u5927\u4f1f(David Giambrone)\u6628\u5929\u8868\u793a\uff0c\u516c\u8f66\u5c40\u5bf9\u4e8e\u8fd9\u4e2a\u8ba1\u5212\uff0c\u5df2\u7ecf\u7b79\u5212\u4e86\u4e00\u6bb5\u65f6\u95f4\u3002\u8ba1\u5212\u662f\u5728\u591a\u4f26\u591a\u4e00\u4e9b\u7e41\u5fd9\u7684\u9a6c\u8def\u4e0a\uff0c\u4fee\u5efa\u8857\u8f66\u4e13\u7528\u8f68\u9053\uff0c\u5c31\u8c61\u58eb\u5df4\u4e39\u62ff\u9053\u4e0a\u7684\u8f68\u9053\uff0c\u548c\u76ee\u6b63\u5728\u5efa\u7684\u5723\u5361\u62c9\u8def\u4e0a\u7684\u8857\u8f66\u4e13\u7528\u8f68\u9053\u3002<\/p>\n<p>\u9009\u5b9a\u7684\u9a6c\u8def\u5305\u62ec:<\/p>\n<p>\uff0e\u82ac\u6cbb\u8def\u7ebf\u662f\u5728\u73b0\u6709\u82ac\u6cbb\u8def\u5317\u9762\u7684\u8f93\u7535\u8d70\u5eca\u9644\u8fd1\u53d1\u5c55\u8d2f\u901a\u58eb\u5609\u5821\u5317\u9762\u548c\u6021\u9676\u78a7\u8c37\u5317\u9762\u7684\u8f7b\u8f68\u8f66\uff0c\u628a\u4e4b\u63a5\u9a73\u5230\u516c\u8f66\u5c40\u7684\u5730\u94c1\u7ebf\u3002<\/p>\n<p>\uff0e\u6cbf\u827e\u7075\u987f\u897f\u8def\u5174\u5efa\u8f7b\u4fbf\u94c1\u8def(RT)\uff0c\u8054\u7ed3\u5230\u5723\u5361\u62c9\u8def\u7684\u8857\u8f66\u7ebf\uff0c\u8fd9\u6761\u8def\u7ebf\u4ea6\u4f1a\u9a73\u901a\u5230\u76ae\u5c14\u900a\u56fd\u9645\u673a\u573a\u3002<\/p>\n<p>\uff0e\u5728\u591a\u5e02\u9760\u8fd1\u6e56\u6ee8\u7684\u897f\u9762\u5174\u5efa\u6021\u9676\u78a7\u8c37\u7ebf\u9a73\u901a\u5e02\u4e2d\u5fc3\u8054\u5408\u8f66\u7ad9\u3002<\/p>\n<p>\uff0e\u8054\u7ed3\u96ea\u67cf\u8def\u5730\u94c1\u7ad9\u81f3Scarborough Town Centre\u7684\u5ef6\u7ebf\u3002<\/p>\n<p>\uff0e\u628aScarborough Town release its budget, the Toronto Transit Commission unveiled an ambitious blueprint today for a light rail system that would crisscross the city far beyond existing and planned subway lines.<br \/>\nThe 60- to 80-kilometre web of light rail would cost about $6 billion.<\/p>\n<p>The plan would improve transit access to virtually every corner of Toronto and move 175 million people a year, a third of whom would be new transit users, TTC chair Adam Giambrone said at a press conference this morning.<\/p>\n<p>However, TTC officials admitted that even if the federal and provincial governments kicked in two thirds of the cost, cash-strapped Toronto would still be hard-pressed to pay its share &#8211; as much as $400 million a year for as long as 15 years.<\/p>\n<p>And they acknowledged that there is no commitment for funding from higher levels of government.<\/p>\n<p>The plan calls for seven light rail lines, covering 120 kilometres of the city, employing an additional 250 new model streetcars, Giambrone said. <\/p>\n<p>&#8220;No Torontonian should be disadvantaged because they don&#8217;t own a car,&#8221; he told the city hall press conferenc, adding that the new network would connect neighbourhoods currently unserved by transit.<\/p>\n<p>&#8220;It&#8217;s not just about getting downtown,&#8221; he said.<\/p>\n<p>The plan unveiled this morning includes most of the lines outlined in Mayor David Miller&#8217;s election platform, but includes others. For example:<\/p>\n<p>An Eglinton Ave. line running almost the width of the city, from Scarborough to Etobicoke. The section from Laird Dr., which is just east of Bayview Ave., to Dufferin St., would be underground. <\/p>\n<p>A Scarborough Malvern line would swing north and east from the Eglinton line into northeastern Scarborough. <\/p>\n<p>A line along Jane St., connecting both the Finch Ave. W. line and the Bloor-Danforth line.<br \/>\nThe hitch?<\/p>\n<p>Giambrone stopped short of calling today&#8217;s announcement an implementation plan with firm schedules and costs.<\/p>\n<p>But he said, &#8220;You&#8217;d be hard-pressed to build an entire light rail network, looking at the existing environmental assessments, in under 10 years.&#8221;<\/p>\n<p>He also said the city expects to move ahead with the help of a share of gasoline taxes.<\/p>\n<p>That would be in addition to a substantial slice of the $2 billion federal transit strategy for which Miller and other big city mayors were calling last week.<\/p>\n<p>Prime Minister Stephen Harper and Premier Dalton McGuinty pledged about $1 billion last week for regional transit improvements. But with a budget, federal and provincial elections looming, and unprecedented public concern for the environment, some transportation experts say there&#8217;s hope more money will flow for transit.<\/p>\n<p>&#8220;There&#8217;s a tremendous amount of concerted, multilateral pressure that I&#8217;ve never seen before,&#8221; said transportation consultant Ed Levy.<\/p>\n<p>The mayor&#8217;s election platform spoke about light rail vehicles running on dedicated rights of way as part of a network of transit lines, including: <\/p>\n<p>A dedicated transit corridor on Finch Ave., in part utilizing the hydro right of way, to connect north Scarborough and north Etobicoke to the subway.<\/p>\n<p>A west waterfront line linking Etobicoke to Union Station. <\/p>\n<p>A line connecting the Sheppard subway with Scarborough Town Centre. <\/p>\n<p>A dedicated bus line on Yonge St. from Finch Ave. to Steeles Ave.  <\/p>\n<p>A dedicated bus line on Kingston Rd. from Victoria Park Ave. to Eglinton Ave. <\/p>\n<p>Building a dedicated rapid transit line along Eglinton Ave. W., connecting the St. Clair transit right of way to the airport. <\/p>\n<p>The TTC blueprint could reduce traffic congestion and pollution and make transit a viable option for more commuters, but it represents a significant expense. <\/p>\n<p>Light rail, which costs about $30 million a kilometre, can be built faster and cheaper than subways, which cost about $250 million to $300 million per kilometre. <\/p>\n<p>That&#8217;s part of the reason the TTC has shifted its emphasis to light rail, said Councillor Brian Ashton, who is also a member of the Greater Toronto Transit Authority.<\/p>\n<p>&#8220;It&#8217;s cheaper and it also begins to reflect on the suburban reality,&#8221; he said.<\/p>\n<p>As the city tries to curb sprawl and intensifies development along the avenues of strip malls in Etobicoke and Scarborough, &#8220;light rail or street cars become the solution,&#8221; he said.<\/p>\n<p>He called the subway extension, which will bring the Spadina line two stops into York Region, a signal of how transit will need to connect with Toronto&#8217;s neighbours in future.<\/p>\n<p>Scarborough councillors yesterday said they&#8217;re prepared to wait for a subway as long as the TTC goes ahead with interim improvements to the SRT and delivers better service in north Scarborough, particularly in Morningside Heights.<\/p>\n<p>&#8220;If (the TTC plan) doesn&#8217;t incorporate that, you will be hearing about that,&#8221; said Councillor Michael Thompson.<\/p>\n<p>The city is already planning an extensive refurbishment of the SRT by 2015, including 44 new cars.<\/p>\n<p>That&#8217;s expected to cost between $300 million and $500 million, rather than the $1.2 billion it would cost to add two subway stops, he said.<\/p>\n<p>&#8220;We want a spider web of mass transit to touch every corner of Scarborough,&#8221; said Councillor Glenn De Baeremaeker, who referred to today&#8217;s announcement as &#8220;a miracle plan.&#8221;<\/p>\n<p>&#8220;This plan that&#8217;s coming out (today) extends that spider web to every single inch of the city of Toronto. It puts new transit facilities in every single ward,&#8221; he said.<\/p>\n<p>&#8220;If you have LRT from one end of the city to the other, it&#8217;s going to be spectacular.&#8221;<\/p>\n<p>It could also present an opportunity to consider buying two distinct types of streetcars \u2013 compact ones for downtown routes, and larger ones in more suburban areas, said Councillor Adam Vaughan.<\/p>\n<p>&#8220;You&#8217;ve got two very different streetscapes.&#8221;<\/p>\n<p>With narrow streets and high demand for frequent service, the TTC should consider running smaller streetcars that can more easily negotiate turns and slide into underground stations, he said.<\/p>\n<p>For suburban routes, bigger and roomier vehicles might be useful on less frequent but reliably timed routes, he suggested.<\/p>\n<p>Historically, the TTC has been reluctant to buy differing vehicles, Vaughan said.<\/p>\n<p>&#8220;It&#8217;s always one size fits all.
