Giambrone\uff09\u8868\u793a\uff0c\u7b79\u63aa\u4e0d\u8db3\u4e4b\u6570\u7684\u65b9\u6cd5\u5728\u4e0b\u6708\u4e4b\u524d\u4e0d\u4f1a\u6709\u51b3\u5b9a\u3002<\/p>\n<p>\u4ed6\u5411\u8bb0\u8005\u8bf4\uff1a\u201c\u6211\u4eec\u89c9\u5f97\u516c\u8f66\u5c40\u53ca\u4e58\u5ba2\u5df2\u5c3d\u4e86\u672c\u4efd\u3002\u201d<\/p>\n<p>\u7ea6\u5eff\u4eba\u5728\u5468\u4e8c\u7684\u516c\u8f66\u5c40\u4f1a\u8bae\u4e0a\u53d1\u8a00\u3002\u8fd9\u4e9b\u5305\u62ec\u4e86\u6765\u81ea\u5b66\u751f\u7ec4\u7ec7\u7684\u4eba\u58eb\u8ba4\u4e3a\uff0c\u670d\u52a1\u5dee\u53ca\u8fc7\u4e8e\u6324\u903c\uff0c\u4ee4\u5230\u52a0\u8f66\u8d39\u96be\u4ee5\u63a5\u53d7\u3002<\/p>\n<p>\u82e5\u5e72\u4e58\u5ba2\u5468\u4e8c\u5bf9\u52a0\u8f66\u8d39\u7684\u51b3\u5b9a\u611f\u5230\u4e0d\u6ee1\uff0c\u5f62\u5bb9\u662f\u8870\u9000\u671f\u95f4\u7684\u5351\u9119\u624b\u6bb5\u3002<\/p>\n<p>\u591a\u4f26\u591a\u516c\u8f66\u5c40\u5df2\u91c7\u53d6\u63aa\u65bd\u9632\u8303\u65b0\u8f66\u8d39\u751f\u6548\u524d\u4e58\u5ba2\u5927\u91cf\u9884\u8d2d\u4ee3\u5e01\u3002\u5468\u4e8c\uff0c\u4e00\u4e9b\u4e58\u5ba2\u5728\u8054\u5408\u7ad9\u8bd5\u56fe\u5c0620\u5143\u9762\u989d\u7684\u949e\u7968\u653e\u8fdb\u51fa\u552e\u4ee3\u5e01\u673a\uff0c\u4f46\u5374\u672a\u80fd\u6210\u529f\uff0c\u539f\u56e0\u662f\u552e\u5e01\u673a\u76ee\u524d\u6bcf\u6b21\u53ea\u51fa\u552e\u4e00\u679a\u4ee3\u5e01\u3002<\/p>\n<p>\u8d44\u6599\u6765\u6e90\uff1a\u661f\u62a5\/\u52a0\u901a\u793e<\/p>\n<p><strong>TTC\u8f66\u7968\u6da8\u4ef7\u4ecd\u65e0\u6cd5\u586b\u8865\u6765\u5e74\u9884\u7b97\u6f0f\u6d1e<\/strong><\/p>\n<p>\u52a0\u56fd\u65e0\u5fe7\u7267\u6d9b\u7efc\u8ff0\/\u6628\u65e5\uff08\u5468\u4e8c\uff09\uff0c\u591a\u4f26\u591a\u516c\u8f66\u5c40\uff08TTC\uff09\u6b63\u5f0f\u6295\u7968\u901a\u8fc7\u4e86\u8f66\u7968\u6da8\u4ef7\u7684\u8bae\u6848\u3002\u5c3d\u7ba1\u6da8\u4ef7\u80fd\u7ed9TTC\u589e\u52a0\u6536\u5165\uff0c\u4f46\u662f\u4ecd\u7136\u4e0d\u8db3\u5f25\u8865\u6765\u5e74\u7684\u9884\u7b97\u4e0d\u5e73\u8861\u3002\u540c\u65f6\uff0c\u8f66\u7968\u7684\u6da8\u4ef7\u4e5f\u5f15\u8d77\u4e86\u5e02\u6c11\u5f88\u5927\u7684\u4e0d\u6ee1\uff1b\u6c11\u95f4\u7ec4\u7ec7\u4e5f\u7eb7\u7eb7\u70ae\u8f70\u3002<\/p>\n<p>\u5b66\u751f\u6708\u7968\u60e0\u53ca15\u4e07\u5927\u5b66\u751f<\/p>\n<p>\u636e\u6089\uff0cTTC\u5728\u672c\u6708\u6708\u521d\u653e\u51fa\u8f66\u7968\u6da8\u4ef7\u7684\u53e3\u98ce\uff0c\u66fe\u8868\u793a\u5c06\u628a\u6210\u4eba\u6708\u7968\u52a0\u4ef7\u81f3126\u5143\uff0c\u5b66\u751f\u6708\u7968\u52a0\u81f3104\u5143\u3002\u4e0d\u8fc7\uff0c\u7531\u4e8e\u53d7\u5230\u4e86\u6765\u81ea\u793e\u4f1a\u7684\u5de8\u5927\u538b\u529b\uff0c\u624d\u964d\u4f4e\u4e86\u7968\u4ef7\u7684\u6da8\u5e45\u3002<\/p>\n<p>\u6309\u7167\u65b0\u7684\u964d\u4ef7\u8bae\u6848\uff0c\u4ece\u660e\u5e74\u76841\u67083\u65e5\u8d77\uff0cTTC\u6210\u4eba\u8f66\u8d39\uff08\u73b0\u91d1\uff09\u5c06\u4ece\u73b0\u5728\u76842.75\u5143\u4e0a\u6da8\u81f33\u5143\uff1b\u5b66\u751f\u8f66\u8d39\uff08\u73b0\u91d1\uff09\u75311.85\u5143\u589e\u52a0\u81f32\u5143\uff1btoken\u4ece\u73b0\u5728\u76842.25\u5143\u4e0a\u6da8\u81f32.50\u5143\uff1b\u6210\u4eba\u6708\u7968\u52a0\u4ef7\u81f3121\u5143\uff1b\u800c\u5b66\u751f\u548c\u8001\u4eba\u6708\u7968\u6da8\u81f399\u5143\uff1b\u6574\u5e74\u90fd\u8d2d\u4e70\u6708\u7968\u7684\u4e58\u5ba2\u6708\u7968\u8d39\u7528\u5219\u4e3a89\u5143\u3002\u8001\u5e74\u7968\u7968\u4ef7\u5c06\u6da815\u5206\uff0c\u513f\u7ae5\u7968\u7968\u4ef7\u4e5f\u5c06\u4e0a\u6da85\u5206\u3002<\/p>\n<p>TTC\u59d4\u5458\u4f1a\u8fd8\u901a\u8fc7\u4e86\u5e02\u8bae\u5458\u3001TTC\u4e3b\u5e2d\u5f20\u672c\u529b\uff08Adam Giambrone\uff09\u7684\u5efa\u8bae\uff0c\u5c06\u5b66\u751f\u6708\u7968\u7684\u53d7\u76ca\u8303\u56f4\u6269\u5c55\u81f3\u5927\u3001\u4e13\u9662\u6821\u7684\u5b66\u751f\u3002\u5c4a\u65f6\uff0c\u672c\u5e0215\u4e07\u540d\u5927\u4e13\u751f\u5c06\u53ef\u4e0e\u4e2d\u5b66\u751f\u4e00\u6837\uff0c\u4e70\u7968\u65f6\u6bd4\u6210\u4eba\u6708\u7968\u8282\u770122\u5143\uff08\u537399\u5143\uff09\uff0c\u4e0d\u518d\u53d7\u5e74\u9f84\u7684\u9650\u5236\u3002<\/p>\n<p>\u6309\u7167\u6cd5\u5f8b\u7a0b\u5e8f\uff0c\u8fd9\u4efd\u6da8\u4ef7\u8bae\u6848\u8fd8\u8981\u901a\u8fc7\u591a\u4f26\u591a\u5e02\u8bae\u4f1a\u7684\u6295\u7968\u3002\u4e0d\u8fc7\uff0c\u516c\u8f66\u5c40\u7684\u51b3\u5b9a\u4e00\u822c\u90fd\u4f1a\u88ab\u5e02\u8bae\u4f1a\u901a\u8fc7\u3002<\/p>\n<p>\u540c\u65f6\uff0cTTC\u8fd8\u5c06\u7ee7\u7eed\u5b9e\u884c\u9650\u5236\u5e02\u6c11\u8d2d\u4e70Token\u7684\u63aa\u65bd\u3002\u5728\u6bcf\u4e2a\u5730\u94c1\u7a97\u53e3\uff0cToken\u8d2d\u4e70\u91cf\u4e3a\u6bcf\u4eba5\u679a\u3002\u81f3\u4e8e\u516c\u8f66\u7ad9\u51fa\u5165\u53e3\u7684\u81ea\u52a8\u552e\u7968\u673a\uff0c\u6bcf\u6b21\u53ea\u4f1a\u7ed9\u6bcf\u540d\u4e58\u5ba2\u51fa\u552e\u4e00\u679aToken\u3002\u5982\u679cToken\u552e\u5149\uff0c\u4e58\u5ba2\u4fbf\u5fc5\u987b\u652f\u4ed82.75\u5143\u7684\u73b0\u91d1\u8f66\u8d39\u3002<\/p>\n<p>\u636e\u6089\uff0c\u7531\u4e8eToken\u7684\u94f8\u9020\u6210\u672c\u8f83\u9ad8\uff0c\u4e0d\u4f1a\u968f\u7740\u8f66\u7968\u6da8\u4ef7\u800c\u53d8\u6362\uff0c\u6240\u4ee5\u50a8\u5b58Token\u4fbf\u6210\u4e86\u5e02\u6c11\u8282\u7ea6\u4ea4\u901a\u8d39\u7684\u6709\u6548\u65b9\u6cd5\u3002\u5728\u524d\u51e0\u6b21\u8f66\u7968\u6da8\u4ef7\u7684\u65f6\u5019\uff0c\u5f88\u591a\u4eba\u90fd\u4f1a\u4e00\u6b21\u8d2d\u4e70\u51e0\u5341\u3001\u751a\u81f3\u4e0a\u767e\u4e2aToken\uff0c\u4ee5\u5907\u65e5\u540e\u4e4b\u7528\u3002TTC\u8fd9\u6b21\u7684\u51b3\u5b9a\uff0c\u662f\u4e3a\u4e86\u5835\u4f4f\u8fd9\u4e2a\u4f1a\u201c\u9020\u6210\u6f5c\u5728\u635f\u5931\u201d\u7684\u201c\u6f0f\u6d1e\u201d\u3002<\/p>\n<p>\u6da8\u4ef7\u4ecd\u4e0d\u8db3\u5f25\u8865\u9884\u7b97\u6f0f\u6d1e<\/p>\n<p>\u5bf9\u4e8e\u8fd9\u6b21\u6da8\u4ef7\uff0cTTC\u4e3b\u5e2d\u5f20\u672c\u529b\u79f0\uff0c\u516c\u8f66\u5c40\u53ca\u4e58\u5ba2\u4e4b\u95f4\u6709\u7740\u5f88\u5927\u7684\u5206\u6b67\uff0c\u4e0d\u8fc7\u53cc\u65b9\u90fd\u5df2\u5c3d\u4e86\u672c\u4efd\uff08commission and riders have done their part\uff09\uff0c\u6697\u793a\u8fd9\u6b21\u7684\u6da8\u5e45\u5bf9TTC\u548c\u4e58\u5ba2\u90fd\u76f8\u5bf9\u516c\u5e73\u3002<\/p>\n<p>\u4ed6\u8868\u793a\uff0c\u7531\u4e8e\u6765\u81ea\u653f\u5e9c\u65b9\u9762\u7684\u62e8\u6b3e\u51cf\u5c11\uff0cTTC\u7684\u65e5\u5b50\u5e76\u4e0d\u597d\u8fc7\u3002\u53d7\u7ecf\u6d4e\u4e0d\u666f\u6c14\u7684\u5f71\u54cd\uff0c\u7701\u5e9c\u9762\u4e34\u7740\u5de8\u5927\u7684\u8d22\u653f\u8d64\u5b57\uff08247\u4ebf\uff09\uff0c\u800c\u5e02\u5e9c\u4e5f\u5728\u4e3a\u5982\u4f55\u5e73\u8861\u6765\u5e74\u7684\u9884\u7b97\u800c\u5927\u4f24\u8111\u7b4b\u3002\u6628\u65e5\uff0c\u5b89\u7701\u7701\u957f\u9ea6\u575a\u8fea\u5728\u65b0\u95fb\u53d1\u5e03\u4f1a\u4e0a\u5df2\u7ecf\u660e\u786e\u8868\u6001\uff0c\u8fd9\u6b21\u5c06\u4e0d\u4f1a\u518d\u591a\u4f26\u591a\u7684\u516c\u4ea4\u7cfb\u7edf\u65b9\u9762\u6295\u5165\u66f4\u591a\u7684\u8d44\u91d1\u3002<\/p>\n<p>\u636e\u4f30\u8ba1\uff0cTTC Reporter <\/p>\n<p>All signs point to a New Year&#8217;s fare hike for TTC riders, now that the Toronto Transit Commission has moved up its monthly November meeting to talk about operating costs. <\/p>\n<p>Originally scheduled for the end of the month, it will take place Nov. 17, with the TTC&#8217;s 2010 operating budget expected to be the key agenda item. <\/p>\n<p>That gives the nine city councillors on the commission just a little over the six weeks the TTC requires to prepare for a fare increase. <\/p>\n<p>It&#8217;s not clear how big a fare hike is being contemplated, but an increase of about 25 cents per ride raises about $45 million in revenue for the transit system.<\/p>\n<p>For the past decade the TTC has raised fares about 10 cents per ride annually, which brings in about $20 million in operating revenue. But this year Mayor David Miller pledged a price freeze to help recession-weary riders.<\/p>\n<p>Chair Adam Giambrone has already rejected the idea of service cuts, and both the city and province are predicting dire financial straits for the foreseeable future, making subsidy increases look unlikely. The TTC is nevertheless expected to ask for an increase of about $80 million in operating subsidies for 2010.<\/p>\n<p>There is going to be about a $100 million shortfall on next year&#8217;s operating budget, Giambrone said Tuesday. That reflects higher costs across the board, 2 to 3 per cent inflation, diesel prices and rising accident claims.<\/p>\n<p>There are three ways for the TTC to raise operating revenue: Cut service, increased subsidies from government and fare hikes.<\/p>\n<p>&#8220;All three options will be before the commission for consideration,&#8221; said Giambrone. &#8220;I am not prepared to cut service.&#8221;<\/p>\n<p>TTC vice-chair Joe Mihevc said, &#8220;The bottom line is the deficit for the TTC is huge,&#8221; referring to the shortfall in operating revenue generated at the fare box, where the transit system recovers only about 71 per cent of its costs.<\/p>\n<p>&#8220;You cannot talk about the deficit without talking about fares,&#8221; he conceded. A 10-cent increase usually means a loss of about 2 million rides a year.<\/p>\n<p>The TTC is only just recovering from the loss of ridership in the 1990s, when it cut service and increased fares.<\/p>\n<p>&#8220;It has taken us a generation to get that ridership back,&#8221; said Mihevc.<\/p>\n<p>TTC surveys consistently show that service cuts are the last thing riders want. <\/p>\n<p>The transit system received about $394 million in city subsidies on its $1.3 billion operating budget this year. <\/p>\n<p>That was up from $317 million in 2008 \u2013 making another increase look unlikely for 2010, said city budget committee chair Shelley Carroll, who pointed out that if the TTC wants to raise fares in January it is in the awkward position of having to do so before the budget committee does its review.<\/p>\n<p>&#8220;We&#8217;re going to wait to see their submission,&#8221; she said.<\/p>\n<p>But with new Transit City streetcar lines rolling out in a couple of years, operating costs for the TTC will continue to be a problem.<\/p>\n<p>Asked if it would get more money next year, she said, &#8220;Without any hesitation, with what I know of the early operating outlook, the answer is no.&#8221; <\/p>\n<p>The TTC last week announced it had reduced its 10-year capital plan, which includes new vehicles and facilities, by $538 million. However, the mayor hopes to limit a proposed increase in the price of a monthly Metropass, set to rise to $126 for 50 trips from $109 for 48 trips spokesman Stuart Green said. <\/p>\n<p>That\u2019s also the view of Mr. Giambrone, who wants to moderate increases for Metropass users and students, whose Metropass is proposed to rise to $104 a month from $91.25. <\/p>\n<p>The TTC last raised fares in 2007, with a 15-cent increase in the price of a token. <\/p>\n<p>TTC commissioner Joe Mihevc says the transit system is a victim of its own success, with 2009 a record year for ridership despite the recession. <\/p>\n<p>\u201cIt\u2019s a difficult thing,\u201d he said of the proposed hike. \u201cWe would only do this as a last resort.\u201d <\/p>\n<p>The final package of fares will be hammered out at the TTC meeting later this month. In the meantime, Mr. Giambrone said he and other commissioners will lobby budget officials to boost the city\u2019s annual TTC subsidy of $394-million. <\/p>\n<p>But with the city facing its own budget woes in 2010, and the province squeezed by a $24-billion deficit, no one is holding out much hope of a cash injection. <\/p>\n<p>The fare-hike decision rests with the TTC, but other city councillors expressed concern about the move. <\/p>\n<p>\u201cIt\u2019s understandable in the [fiscal] climate but rarely makes sense to raise TTC fares,\u201d said Councillor Adam Vaughan (Ward 20, Trinity-Spadina). \u201cSenior levels of government have a responsibility in this area.\u201d <\/p>\n<p>Over the past four years, the province has provided annual sums to support the TTC operating budget, without ever pledging to a permanent share of funding.
