明报记者综合报道/一些外国电视台19日分别播出游客拍到的有关西藏及一些藏民地区发生骚乱的画面。澳洲一间电视台播出拉萨上星期五(14日)骚乱的片段,示威者四处放火,眦坏公物。而加拿大一家电视台则播出本周二有千多名藏人骑马冲入甘肃省一座城镇,攻击当地政府建筑物,并升起代表达赖喇嘛的雪山狮子旗。而中新社则披露,在14日发生的拉萨暴乱中,一家专卖店的5名女服务员被活活烧死,其中包括一名藏族女子。

澳洲电视台的画面是一名游客在拉萨市偶然拍到的,在画面中,有示威群众在拉萨市中心四处放火,有店铺覑火焚烧,多部汽车被烧眦,拉萨市中心到处冒烟。群众又破坏店铺,打烂橱窗玻璃,破坏公共设施。暴乱发生后,有大批装甲车进驻拉萨,军人与武警布防,拉萨部分地区有如战区。

攻击政府军警催泪弹击退

而加拿大电视台播出的甘肃藏人骑马高呼并冲入一座城镇的画面。一些骑马藏人手持大幅雪山狮子旗,在镇上各处冲锋。有一群藏人攻击一座政府建筑物,但被约100名全副武装军警用催泪弹击退。影片并出现显然是催泪弹发射或爆炸的声音。大批藏族男女溃散逃逸,有些还遮住嘴以防吸入催泪气体。

在电视画面上,一些藏人还将镇上一所学校的五星旗扯下,升上雪山狮子旗。有喇嘛领导藏民高呼口号,要求「摆脱汉族统治,并停止汉族多年来的残暴镇压。」

英相促华克制5月晤达赖

对於西藏骚乱事件,英国首相白高敦致电总理温家宝,促请中国政府在处理拉萨骚乱时保持克制,而温家宝阐述中方的立场,重申有条件与西藏流亡精神领袖达赖喇嘛对话。而白高敦在国会透露,达赖5月访英,届时他会安排会面。另外,教宗本笃十六世则呼吁中方与赖喇嘛开展对话及互相包容,他说,对拉萨发生的暴力事件感到悲痛,强调暴力不能解决问题。

另据中新社报道,在14日发生的拉萨暴乱中,一家专卖店的5名女服务员被烧死,其中包括一名藏族女子。

报道称,西藏自治区在给该社记者一份书面答问中披露,这次事件中,拉萨北京中路「以纯专卖店」有5名女服务员被烧死。她们的名字是卓嘎、扬东梅、陈佳、韩星星和刘燕。官方早前透露,在这次事件中,共有13名无辜平民死亡。报道并透露,目前首都机场特别开辟了北京至拉萨的专用通道,安检也异常严格。

BBC记者目睹北京向西藏增派军车

BBC记者雷杰鸣甘肃报道说,中国目前不允许任何外国人进入西藏。

雷杰鸣说,在中午的时候,BBC采访小组人员看到一车军列正延着青藏铁路缓慢地向西藏进发。

他说,”我们数了一下,货运列车平台上共有约20辆绿色军用卡车,几辆越野车和一辆车身上写着’人民武装警察快速反应部队’字样的救护车。”

在甘肃南部靠近西藏的川藏边界,另外一个BBC采访小组也表示见到三个军车车队朝着西藏的方向驶去。

BBC记者雷杰鸣说,中国当局称西藏局势已在当局的控制之下,”但从我们见到的情况来看,中国当局显然觉得有必要继续派遣增援部队”。

甘肃示威

另据一个加拿大电视台记者的报道说,该台记者周二在甘肃省合作市南部20公里处的一座城镇拍摄到了藏人抗议的录像。

这名记者表示,数百名藏族抗议者周二冲击一处政府办公楼,当时约有100名武警在楼内防备,并用催泪弹驱散示威者。

一名头部留血的抗议者对记者说,他的伤是被武警殴打所致。

报道说,抗议人群中有些人骑马,有些人走路,他们后来前往靠近甘藏边界的一处学校,将中国国旗从旗杆上扯下来,而把西藏雪山旗换了上去。

西藏自治区政早些时候府宣布,截至周二(3月18日)晚间11时,共有105名参与骚乱者向警方自首。

不过海外支持西藏独立团体则表示,根据他们从西藏当地的联系人处了解,当地有数以百计的人被捕。

Tibetan protesters spill into neighbouring province

Tibetan rioters spilled into the neighbouring Chinese province of Gansu Tuesday and tried to storm a government office, despite efforts by the military to quell protests against Chinese rule.

Roughly 100 armed troops holed up inside the building repelled the protesters with tear gas, as CTV cameras filmed the confrontation.

One protester, bleeding profusely from the head, said he had been beaten by the soldiers.

The crowd then moved to a school in the remote town, located close to the Tibetan border, where they pulled down the Chinese flag and replaced it was the former national flag of Tibet.

On the same day, French Foreign Minister Bernard Kouchner was considering a proposal by the head of the European Parliament and media watchdog Reporters Without Borders, who have suggested boycotting the opening ceremonies of the 2008 Beijing Olympics.

Kouchner said the idea should be discussed later this month when EU foreign ministers meet.

However, he insisted that France has no plans to skip the Games and he added that a full boycott would not be “just.”

Meanwhile, Chinese Premier Wen Jiabao said Tuesday that recent violent demonstrations by Tibetans were well-planned.

“There is ample fact — and we also have plenty of evidence – proving that this incident was organized, premeditated, masterminded and incited by the Dalai clique,” Wen said.

“This has all the more revealed that the consistent claims made by the Dalai clique that they pursue not independence but peaceful dialogue are nothing but lies.”

Wen made the comments to reporters at his annual news conference at the end of China’s national legislative session.

“By staging that incident they want to undermine the Beijing Olympics Games, and they also try to serve their hidden agenda by inciting such incidents,” he said.

The Dalai Lama has maintained that he is not behind the violence, said Chao, reporting from the China-Tibet border.

“For the most part the Dalai Lama has urged both sides to show restraint,” said Chao.

“He has always advocated peace rather than violence. So, in this case, he says if it is proven at all that he is involved he will step down.”

On Tuesday, the Dalai Lama warned that he would leave his post as leader of Tibet’s government-in-exile if Tibetan protesters in China continued to act out violently.

Later, a top aide said the Dalai Lama “would have to resign because he is completely committed to non-violence.”

However, the aide said he would resign only as the political leader and head of state — not as the Dalai Lama.

Tibetans began protesting early last week, timed for the anniversary of a 1959 uprising against the Chinese government. China took control of a then-independent Tibet in 1950.

Tibet’s governor has said that 16 people have died in the protests. However, Tibet’s government in exile, based in India, said that the number of people killed is closer to 80, which the governor has denied.

China restricts the access of foreign journalists to Tibet, so independent verification is very difficult.

There are reports that some local governments in western China are also banning foreign reporters.

China has already ordered all tourists out of Tibet’s capital, Lhasa. Canada has warned travellers to stay out of the region, unless it is absolutely necessary.

Tourist video shows riot, flames in Tibetan capital

(CNN) — Australian tourist Michael Smith says he was eating lunch in a restaurant in Tibet’s capital, Lhasa, on Friday when he heard an explosion and saw smoke.

As armored vehicles and trucks carrying Chinese soldiers rushed past, Smith started videotaping.

“We’re standing here in the middle of Lhasa and the place has just [expletive] exploded,” Smith narrated during the rioting.

Smith, who was traveling in Tibet when anti-Chinese rioting broke out Friday, returned home this week with dramatic video of the violence in the Tibetan capital, Lhasa, which aired on Australian TV on Wednesday.

Tibetan exile groups maintain at least 80 people were killed by Chinese security forces that day, but Chinese authorities insist they acted with restraint and killed no one. Instead, China says 13 “innocent people” were killed, some brutally burned, by the Tibetan rioters.

No apparent deaths or injuries were seen on the video, which Smith shared with Australia’s ABC News, a CNN affiliate.

The video shows Tibetans smashing windows and setting fire to Chinese shops and cars, while people are heard cheering. It also shows Chinese security forces, but no clashes between them and the rioters.

“It’s absolute mayhem on the streets,” Smith said.

Other video released of the rioting was broadcast by the Chinese government’s CCTV, and it did not include pictures of Chinese security forces.

Smith said as he made his way back to his hotel on Friday, he “met so many Tibetan people on the streets, so many young Tibetan boys just screaming for Tibet’s freedom.”

“We don’t have any freedoms,” one young Tibetan male shouted to Smith’s camera.

“The Tibetan people are going crazy,” Smith said.

Many of the businesses targeted by the rioters were operated by Han Chinese, China’s largest ethnic group. The Dalai Lama, Tibet’s spiritual leader, has blamed the violent protests on deep resentment fueled by Chinese treatment of Tibetans as “second-class citizens in their own land.”

Tibetan activists said an influx of Han Chinese from other provinces is threatening their ancient culture.

While many of these “Free Tibet” activists demand independence from China, the Dalai Lama said he wants only “genuine autonomy” so that Tibetans can preserve their heritage.

Meanwhile, China’s state-run Xinhua news agency reported Tuesday that more than 100 people surrendered themselves to police and admitted involvement in the clashes last week in Lhasa.

Tibet’s regional government said 105 people had turned themselves in to authorities by 11 p.m. Tuesday (1:15 p.m. ET), Xinhua said.

Authorities had urged those who participated in the protests to turn themselves in, offering them leniency if they did.

“Those who surrender and provide information on other lawbreakers will be exempt from punishment,” Xinhua quoted a police notice as saying.

    亚洲时报/自西藏拉萨14日发生骚乱以来,新华社昨晚(19日)首次报道,拉萨骚乱蔓延至甘肃和四川,指两地局势已经恢复平静,并无提及有人死亡。

    报道指,四川阿坝县16日发生藏民“打砸抢烧事件”,藏民烧毁派出所,还企图抢夺派出所的枪枝。甘肃省甘南自治州的多个乡镇14日以来也发生类似的暴动。报道指,这些事件是由境内外藏独分裂势力精心策划和煽动。

    24涉嫌拉萨骚乱疑犯被控危害国家安全

    亚洲时报/中新网报道,拉萨市人民检察院19日逮捕24名参与拉萨打砸抢烧事件的疑犯,并控告他们危害国家安全罪和严重刑事犯罪。

    “藏独”分子暴力冲击中国驻外使领馆中外同声谴责

    中新社北京三月二十日电(王海波张旌)针对近日不少地方的“藏独”分子对中国驻外使领馆进行暴力冲击并造成财产损失的情况,中国驻外使领馆和海外侨社纷纷发表声明,对这类野蛮行径表示谴责。多国政府已向中方做出积极承诺,保证不再发生类似事件。

    三月十日,部分“藏独”组织人员聚集到中国驻多伦多总领馆前,举行“藏独”和反对北京奥运会的游行示威。期间,两名西藏青年学生爬上总领馆楼顶,降下中国国旗,企图升上所谓“雪山狮子旗”。

    三月十五日,数十名“藏独”分子到中国驻温哥华总领馆示威,声援发生在拉萨的暴力犯罪活动。他们更将中领馆的门牌画花,大打叉叉之余,写上“Tibet”(西藏)。

    三月十六日,“藏独”分子在中国驻荷兰使馆示威过程中,暴力冲击使馆,造成使馆财产损失。

    三月十七日,数十名“藏独”分子冲进中国驻慕尼黑总领馆,抢夺中国国旗,加以焚烧,并挂上“藏独”旗帜。他们还破坏总领馆设施,打伤六名总领馆工作人员。

    对欧美国家中连串发生的“藏独”分子暴力袭馆事件,中方已向所在国政府和警方提出严正交涉,并发表公开声明。

    中国驻多伦多总领馆在声明中指出,此次“藏独”组织暴力冲击中国总领馆,是近年来罕见的恶性事件。它违反了双方政府间的领事协定和国际外交关系公约,严重侵犯中国的主权和领土完整,损害中国外交领事机构的安全和尊严。

    声明指出,它再次表明“藏独”组织具有暴力倾向、达赖集团的分裂本质,以及其所宣称的“和平”、“非暴力”的虚伪性和欺骗性。

    在中国驻荷使馆被袭次日,荷兰外交国务秘书、欧盟事务大臣蒂莫曼斯代表荷兰政府,正式向中国政府道歉,表示将赔偿使馆一切损失,并保证今后不再发生此类事件。

    中国驻荷大使薛捍勤接受了荷兰政府的道歉,并通报了近日在拉萨发生的极少数人打砸抢烧严重暴力犯罪事件的相关情况。他要求荷兰政府和欧盟不听信达赖集团的谣言,采取负责任的立场,不对事态作出错误的评估。

    针对海外“藏独”分子暴力冲击中国驻外使领馆的行为,海外侨胞也纷纷发表声明,予以谴责。

    德国巴伐利亚州华商总会、德国华侨华人中国和平统一促进会、德国纽伦堡华商会也在三月十七日发表声明:“严厉谴责‘藏独’分子暴力冲击中国驻德国慕尼黑总领馆,并挑战中国主权,危害领土完整”。

    该声明说:德国的华侨华人生活在一个友好、平稳、安定、和谐、文化互相沟通的社会中,“我们反对暴力的行为。攻击骚动并不能解决问题。我们希望旅德的西藏人民不要参与这些组织。只有通过互相交流、了解,提出诉求,国家才能平稳,和平统一”。

    据加拿大华文媒体报道,一群来自中国的留学生,将于三月二十二日下午,在多伦多市中心自发组织“宣传西藏真相、维护祖国统一”的和平游行。游行发起人郑先生说,自从三月十五日晚在网上提出组织这个和平游行的倡议以来,响应非常热烈,网站上帖子的浏览数量已经上万,众多留学生都表示要参与,也有不少华人移民支持并愿意参加游行。

    甘肃省藏族自治州发生多起打砸抢烧事件

    兰州晚报报道,近几天,甘肃省甘南藏族自治州的部分地方发生多起打砸抢烧的不稳定事件。少数不法分子呼喊反动口号,打着分裂的旗帜,采取暴力手段,对临街铺面、学校医院、政府机关以及民房车辆等实施打砸抢烧,给社会稳定和人民生命财产安全造成严重危害。

    3月19日,省政府新闻办举行新闻发布会,通报了对这些地区发生不稳定事件的处置措施,目前甘南藏区社会秩序基本趋于正常。

    省政府新闻发言人称,发生在甘肃省甘南的这些不稳定事件,不是偶然的,是同拉萨3月14日发生的严重打砸抢烧事件遥相呼应、紧密相连的,都是经过周密策划的,是有组织、有预谋、有准备的,总根子就是达赖集团。他们的险恶用心就是要制造动乱,干扰北京奥运会,破坏国家安定和谐的局面,以达到分裂祖国的罪恶目的。事件发生后,省政府迅速组织各级干部群众和公安干警、武警部队全力维护正常的生产生活秩序和藏族群众传统节日活动的安全,加强对学校、医院、银行和政府机关的安全保卫,对一些不法行为依法果断进行处置。

    新闻发言人重申,维护甘南藏区的稳定,是甘南各族人民的根本利益所在,是全省各族人民的根本利益所在,也关系国家的长治久安。少数不法分子的行为是不得人心的,任何破坏社会稳定、制造民族分裂的图谋都是注定要失败的。这次在甘南部分地方发生的事件,也使各族人民群众再次看清了境内外分裂势力的真面目。
