加拿大外长坎农访问中国,首日拜会中国外交部长杨洁篪,双方对全球经济危机、反恐、气候环境及防止传染病等议题交换了意见。杨洁篪同时代表中国政府向加拿大总理哈珀发出访华邀请,希望他能在适当的时候访问中国。

On May 11, 2009 in Beijing, the Minister of Foreign Affairs, the Honourable Lawrence Cannon had a constructive and wide-ranging meeting with his counterpart, Chinese Foreign Minister Yang Jiechi. The Ministers discussed a range of issues, including the global economic downturn, terrorism, climate change and emerging infectious diseases. They committed to working more closely together in addressing those pressing challenges.

Noting that May 12 will be the one year anniversary of the Sichuan earthquake, Minister Cannon expressed his sympathy for the loss of life in the tragic event. He noted that Canada wants a frank, friendly and forward looking relationship with China, and that the upcoming 40th anniversary of bilateral relations offered an excellent opportunity to highlight Sino-Canadian ties. Minister Yang expressed China’s appreciation for Canada’s assistance and support and recalled the extraordinary rescue efforts driven the Government.

The Ministers exchanged views on trade, investment, human rights, the Arctic, and Afghanistan. They agreed that Canada-China cooperation holds tremendous potential and complementarities, and committed to increasing efforts to advance common interests. Minister Yang also reiterated China’s invitation to Prime Minister Harper to visit China at a mutually convenient time.

Minister Cannon also paid a courtesy call to Vice-President Xi Jinping. The meeting was an opportunity for Mr. Cannon and Mr. Xi to discuss advancing the Canada-China relationship. Both expressed the hope that this relationship reach its full potential as the two countries advance common interests and work together in enhancing global stability and prosperity.

Vice President Xi and Minister Cannon highlighted the upcoming opportunities that represent the Vancouver 2010 Winter Olympics and the Shanghai World Expo in 2010 for enhancing people-to-people ties.
The also noted the importance of Canada-China cooperation in responding to the global economic crisis, and exchanged views on China’s large fiscal packages and policy changes aimed at boosting domestic economic growth. Both stressed the importance of fighting protectionism.

Tomorrow, Minister Cannon is expected to deliver a speech at the China Foreign Affairs University and meet with the business community, before travelling to Shanghai. I will be in touch tomorrow.

NEW DEMOCRAT HONOURED TO BE IN CHINA AS OFFICIAL MP

OTTAWA – New Democrat MP Olivia Chow (Trinity-Spadina) said she’s honoured that be on a trade mission to China and Japan, with Lawrence Cannon, the Minister of Foreign Affairs, as an official Member of Parliament.

In talks with the Zheng Silin, the Vice-Chair of the Foreign Affairs Committee of the National People’s Congress, Chow said they discussed the Canada-China friendship, focusing on the joint benefits for each country.

“We also discussed the possibility of speeding up the visa application process for temporary, students and visitors,” said Chow. “We need to explore the appeal process so families and spouses can be reunited faster.”

The issue of migrant workers is of great concern, with an approximate 200 million migrants in China, making up 40% of urban labour, with their labour rights violated by employers.

Chow toured the Beijing Legal Aid Centre for Migrant Workers, an agency funded by the Canadian International Development Agency since 2003, and founded and run by Lihua Tong. It currently has 100 lawyers on staff and 8,000 who work pro-bono.

“We can learn a lot from the Chinese model to protect migrant workers,” said Chow. “I would love to see an exchange program between Canadian and Chinese lawyers to help the vulnerable migrant workers.”

    访北京外省民工法援中心 邹至蕙促加快移民审批

    明报/正在中国访问的华裔新民主党国会议员邹至蕙走访了北京外省民工法律援助中心。该中心由加国拨款资助现有约100名律师为外省民工争取权益。

    邹至蕙与联邦外交部长康农、自由党外交政策评论员兼国会议员李博一同访问中国。她并与人大委员会属下外交事务委员会副主席郑斯林会面,邹和李二人就加中两国共同关注的事务,与郑作了广泛的交流。

    本身是新民主党移民政策评论员的邹至蕙表示,他们亦就加快签证议题上交换意见。她指出,加国有需要再审核现有的移民甲请人上诉程序,确保家庭团聚和配偶移民的申请可以加快进行。

    她亦访问了加国国际发展机构拨款资助在中国设立的北京外省民工法律援助中心。该个自2003年设立的机构主要是帮助外省民工,透过当地律师帮助他们争取劳工权益,该机构有近8000名义工。

    邹至蕙指出,加国劳工的模式可以让中国借镜,而加、中两国律师的交流计划亦有助这些极需要帮助的外省民工。

    杨洁篪晤康农 重提旧事 北京邀哈珀访华

    明报/加拿大外交部长康农 (Lawrence Cannon)周一在北京与中国外交部长杨洁篪会晤,商讨广泛问题。

    杨洁篪再次提起,北京邀请总理哈珀访问中国。

    加、中两国外交部长的会议有建设性,他们谈到全球经济衰退、恐怖主义、气候变化、各种新的传染病。他们承诺紧密切合作,面对当前挑战。

    5月12日适逢四川地震1周年,康农向中国死难者致哀。他说加拿大希望与中国建立坦白、友好及前进的关系,两国建交快有40年,这是凸显加中关系的大好机会。杨洁篪感谢加拿大援助与支持,他也重述政府推动的额外搜救工作。

    两国部长交换意见,包括贸易、投资、人权、北极与阿富汗。他们同意,加中合作有庞大潜能与互利性,他们承诺努力合作,施促共同利益。杨洁篪重申,中国邀请总理哈珀,在两国适当的时间访问中国。

    杨洁篪说,中加作为亚太地区的重要国家,在发展本国经济以及促进地区和世界和平、稳定与发展方面拥有广泛共同利益。去年以来,中加双方继续保持高层交往,在经贸、文化、教育、科技、卫生、环保等领域的交流与合作取得积极进展,并就重大国际和地区问题保持了密切沟通与协调。

    他表示,在当前国际形势下,中加两国进一步加强友好合作,顺应时代发展潮流,符合两国和两国人民的根本利益。

    中方愿与加方加强各领域友好交流,深化务实合作,妥善处理敏感问题,共同推动两国关系健康稳定地向前发展。

    康农说,加方重视对华关系,坚持一个中国政策。加方高度评价中国在国际事务中发挥的积极作用。加方愿与中方共同努力,推进双方在经贸、卫生、环境等广泛领域的交流合作,并就全球性问题加强沟通与协调,不断巩固和提升两国关系。

    康农拜会习近平

    康农也拜会中国国家副主席习近平。两人希望这个关系发挥它最大的潜能,促进双方共同利益,两国携手确立全球稳定局面与促进世界繁荣。

    习近平与康农提到,2010年的温哥华冬季奥运会与2010年的上海世界博览会,是增进民族关系的最好机会。他们还说,加、中两国有必要联手应对全球经济危机,两人也强调遏制保护主义的重要。
